Thanks everybody.  I ordered a new/used fan for the bike.  $50 on eBay.  
I'll plug it into everything and see if it works and doesn't blow the 
fuse.  I hope it does because replacing the fan is a real pain.

Either way I am going to replace all the wiring from the PO.  I have to 
expose it all to test the fan anyway and it really isn't that hard.  He did 
some really funky things like installing in-line fuses on the hot and lead 
wires.  Everything is really short and tight so it looks like he cut the 
wires too tight and stretched them to make them work.  Just funky stuff 
that he shouldn't have done.

My schedule just got crazy so I won't be able to get to it for another 
couple of weeks.  I'll keep you posted.
