Right clicking on the application in the task bar to move it doesn't work in Windows 7, because there are new jump lists for applications, when you right click on them. Windows 7 does have some nice shorcuts to place your windows, though. Click on a Title Bar and drag and drop at the very right

Found an application that fixes the ability to scroll a window that isn't focused. It's a little different, in that the window doesn't become active. This means that you can't scroll a window and then type into it while another window covers it, but it's better than nothing for now.
