Our data compatibility tests for upgrade should be expanded to include flexing
different locality group options
* locality group in place from start of table
* locality group added, full majc has happened
* locality group added, full majc has not happened
* locality group removed, full majc has happened
* locality group removed, full majc has not happened
Each should be sure to have data in the specified locality group(s) as well as
in hte default locality group.
