Description: I've already started this, but the intent is to have the
ability to configure your cluster and then run mvn package -Pdist to create the
appropriate rpm/tgz which includes your config files and compiled native in
memory maps. Part of this hinges in ACCUMULO-198 which fixes rpms. (was: I've
