Summary: Allow feed log access for users

For normal feed users who don't have the access to the server, it's very hard
for them to access the feed logs. One possibility is to use external dataset.
Whenever a feed starts, we create an external dataset which points to the log
files. So the user can query the external dataset to know what went wrong about
the feeds.
