[ASTERIXDB-2693] CREATE FUNCTION/ADAPTER ddl
- don't map UDFs on upload with descriptor
- UDFs get mapped via CREATE FUNCTION/ADAPTER after UDF payload is
uploaded
- add Library metadata catalog
