Summary: Allow removing TsFiles that are synced to another IoTDB

Now, IoTDB provides a module called Sync.
It can send generated TsFiles from one IoTDB instance to another.
The sended TsFiles are still on the sender instance.
However, we may want to add a new mode:
After sending a tsfile, the sender removes the tsfile locally.
It will be helpful in some applications. e.g., the Edge side just wants to send
data in batch and has no space to store too much data.
