Thanks for your concern but it doesn't seems as bug to me because user can
create the phone number of customer later (after creating customer) from party
profile screen.
Please refer 'Contact Information' section on party profile screen for more
details.
And yes, IMO, we can think on what to do with 'At least one phone number is
required below' message.
