I'm not sure that the link I posted is indeed the root of the problem you are 
seeing, but the symptoms looked the same or similar. Can you post a description 
of the problem you are seeing to one of the mailing lists and maybe someone in 
the cTAKES community has already seen it or is using Java 9 and not seeing it.

FYI, you should not install java.exe under CTAKES_HOME.  Whenever you install 
Java, open a new command window and use the  following command to see which 
version is in effect:

java   -version
