I see it a bit different: the release branches are announced to be freezed 
feature wise and only get bug fixes applied in general.

Of course, there can be exceptions to the rule, that's not my point. My point 
is that we should dicuss those exceptions beforehand and wait for other 
opinions and give others's time to think and check the impacts ;)

I fully agree, the change itself is fine and I appreciate the initiative.

We have not yet released R18, so I feel it's still time to change :)

I have always hated the way the applications were randomly showing in the main 
menu. For instance,  why should party and order not showing has main 
applications in the default theme while AR and AP are taking much place when we 
want to remove or hide them?

The downside is, this is an improvement which changes the look & feel without 
previous announcement. Users who count on release branches to be stabilized 
with bugfixes could see it as a "bad marketing argument" ;)

I would prefer to not backport those changes, maybe better discuss beforehand?

The current implementation of webapp position uses String as key.
You can't really order on String, you need numbers.
