In debian, I installed debian packages notmuch and elpa-notmuch,
versions 0.3701, and proceeded with the

Sure that's fine. Or report a debian bug using reportbug, which saves
you copying down the relevant versions. In particular it's possibly
relevant
Perhaps a case for exec-path-from-shell [1]?
