You are correct about flowtracer.py. (I didn't remember we had separated the
feature into its own component). Try running that one, I just tested it on
my end.

Our of curiosity what would be the case when flow_mods fail to
install? (I would just guess, only if the switch has a full flow
table?, I'm sure there are probably other reasons).
