Draft: Incubator PMC/Board report for Dec 2011

Hi. Here is my draft for the PMC/Board report. Any comments?

NPanday

NPanday allows projects using the .NET framework to be built with Apache Maven. 
NPanday allows .NET projects to be converted into Maven projects thus allowing 
them to fully utilize the other technologies driven by Maven. NPanday has been 
incubating since August 2010.

We are now in the process of releasing NPanday-1.4.1-incubating and at the same 
time developing NPanday-1.5.0-incubating, which will come with azure- and 
silverlight support as well as quite extensive core refactorings removing 
historical burden.

We are also happy to report that our community continues to gain new people in 
terms of patch contributors and reporters on issues.

The top priorities towards graduation are:

* regular release
* guide regular patch contributors towards becoming committers
* improve engagement of existing committers

There are no issues for the Incubator PMC or board at this time.

 The wix-like ones. I'm writing some of these for new plugins, too.

That's currently an extra 3 minutes, so I imagine with more tests it would take 
too long for quick feedback. It would also be helpful to get a separate build 
history for the main build and the one with ITs on, IMO.

Given we have interest in the podling from a number of ASF committers already 
involved in other projects, I think this might be beneficial to NPanday as 
well. What do others think?

I *suggest* that incubator change the procedure such that all committers

There are two primary rationales for making this change.  First, we make
life easier for Infra -- especially if other projects follow our lead.
Second, we lower the barrier to entry for other ASF committers to
contribute to Lucy.
 
 Is it practical to delete the line enumerating Lucy's committers from
 asf-authorization-template, and to change the permissions for /incubator/lucy
 to be either @committers = rw or @incubator = rw?  We would like to
 implement our resolution to the fullest extent possible within the practical
 constraints of the Incubator.
 
 Some concerns were raised during the followups to Roy's post about
 machine-readable records of committers/PPMC members, but it does not seem as
 though any such machine-readable document exists today which is definitive
 regarding PPMC composition -- or even podling committership ranks, since
 odftoolkit does not have a line in asf-authorization-template. For what it's
 worth, we maintain our Committer/PPMC roster at
