I made a number of edits:
* included the important words release and vote in the sentence about
1.3-incubating
* noted This release is still waiting for other committers and mentors to test
and get the required binding votes.
* noted Code licenses and license headers have all been reviewed and pass RAT.
* noted IP clearance was completed. and removed from graduation goals (only
waiting for template to be finished, but secretary has recorded the documents)
* added to your point about new people however none have yet done it regularly
enough to be considered as new committers.
* changed the priorities. Stable 2.0 is not really relevant for graduation if
we've already released 1.3, and the IP was already done. I listed finishing
1.3, seeking new committers, and improving the engagement of existing committers
The last one is really the only substantial change - does anyone have any
thoughts on that?

* How has the community developed since the last report
* How has the project developed since the last report.
