i noticed that error too, but don't know a solution.
shorter commands for the same glyphs are \quotedblleft and \quotedblbase
- first is ok, second not.
(tip: try \showcharacters if you are looking the most common symbols)

i struggled more than one day with installation of context. i'm using a
different OS (redhat linux) and have a different tex-distribution on it
(tetex), but maybe this hint is useful for you too:
in the tetex-distro there is a file .../texmf/web2c/fmtutil.cnf . in
this file the
\usesymbolset[eur] is an undefined control sequence for my system (tetex
2.0.2 with now proper setup context), but \texteuro and \euro work. (is
this the meaning of present in the encoding vector? i'm a context newbe)
