pleas have a look at the following example

\startframedtext[width=broad] % ,location=high

\stopframedtext
\stopcolumns
\page
\startcolumns
\input tufte \par \input tufte \par
\framed[align=normal,width=broad]{\input tufte \par}
\stopcolumns
\stoptext
shouldn't location=high be the default behaviour?
