$ source $(HOME)/tex/setuptex $(HOME)/tex
small typo, I'd guess:
$ source ${HOME}/tex/setuptex ${HOME}/tex
($() is command substitution ${} is var-expansion - I know you know it)

and

TEXINPUTS. Also see what TEXINPUTS is set to in your texmf.cnf
