[NTG-context] \setupcombinedlist ignores `level' argument?

Hi all, If I understand this right, \setupcombinedlist[content][level=section] tells ConTeXt to list up to section level when doing \completecontent. But it seems no matter what I set for `level', \completecontent lists however deeply it can. Here is a minimal example:
