Is it possible to set 'presets' for the framed settings of
\setlayerframed?
For example:
\definelayer[text]
\definelayer[annotate]
\setupbackgrounds[text][background={text,foreground,annotate}]
\starttext
Testing layers:
\setlayerframed[annotate][x=1cm,y=1cm][frame=off, align=middle]
