AFAIK there are only packages for LaTeX to create crossword but you can 
use natural or extreme tables to create them. For the input Lua can be a 
better choice because you can put your words (or numbers) in a Lua table 
and use a loop to create a table for TeX.

this sample works fine with both MkIV and LMTX (no --fonts=all required):

\definefontfamily[mainface][rm][Utopia]
\setupbodyfont[mainface]

if you install only luatex it's less

--engine=luatex

(but only a fresh install)

an lmtx installation is less (only files and fonts for mkiv, less binaries)

of course you can delete all documentation and most fonts (but keep the 
lm fonts + dejavu)
