I'm trying to setup a simple (for now) letterhead like the following.
Is there a way to automatically adjust the horizontal spacing between
the \vbox{} \cbox{} \lbox{}
so that if I change the document margins, the center box is automatically
centered?

Your code fixed a lot of problems in addition to the centering problem --
even fixing a perculiar problem with the linespacing in the right adress box.
I'll have to read up on framed boxes. Using a bottom a top border to draw a
double rule eliminated the hackish \setupinterlinespace
Is there any recommended ConTeXt equivalent to latex's parbox command?
Specifically I'm thinking of signature blocks such as
\vspace{1in}
\hspace{2.5in}
\parbox{3in}{Sincerely yours,
\vspace{.7in}\\
John Doe}
or this:

but left out the KEY align=right
Without the align=right
the \blank[.7in] is ignored

Following various guides, I have done the following as a normal user:
1) rm -r ~/.texlive
2) luatools --generate
3) mtxrun --generate
4) context --make cont-en
5) context --generate
