As in most software, there is a probable reason for that :-)
But how to get the pages numbered 1, 2, 3 without an empty page at the
start?
You need pagestate=start:
\starttext
\dorecurse{3}
{\startTEXpage[pagestate=start]
Page #1
\stopTEXpage}
\stoptext
