it does typeset a displayed formula. However, you could still force
displayed style by adding a \displaystyle command at the beginning of
your \mframed argument.

The way I usually do it:
\startformula
\mframed[offset=.3em,rulethickness=1pt]{a^2 + b^2 = c^2}
\stopformula
