I think it's possible (at least
I've already  typeset some russian text from XML utf-8 encoded)
Do you have a comprensive and short example ?

just use context with xetex or luatex

I managed to get xetex talking with the help of the Texlive DVD and Lutz's
tips. I'm a happy ConText user now.
