After a little more digging, I found that the permissions of the hvdm files downloaded by TeX Live Utility were set to 700 (I don't know if this is the default for http://tlcontrib.metatex.org/ or just an oversight). I chmod them to 644 and everything works fine. Thanks for your responses. Jason
