Jason,
If it is not found, then one can only conclude it is not on your TeX-path. Try
first to put the modules in the directory where also your primary source is.

After a little more digging, I found that the permissions of the hvdm files
downloaded by TeX Live Utility were set to 700 (I don't know if this is the
default for http://tlcontrib.metatex.org/ or just an oversight). I chmod
them to 644 and everything works fine. Thanks for your responses.

My fault, they were indeed somewhat restricted -rwx- and that is
unnecessary. Just too artless copied from their develop location to the
distribution directory.
