if one uses the right-option in \placefigure the paragraph indent is omitted.
Example:
\setupindenting[small,yes,next]
\setupfloats[indentnext=yes] % no effect
\starttext
\input tufte \par
\placefigure
[right]{caption}
{\framed[width=5cm,height=3cm]{some figure}}
\input tufte \par
