Yes, this is exactly working as it should. And also the footnotes are not
continued on the next side if I set \brokenpenalty to 0.

there a way to force a line break other than defining break points for

I increased those values now
\def\defaultwidowpenalty{9000}
\def\defaultclubpenalty{9000}
and it works for all cases except one. So maybe I just go down the
manual path ...
