I apologize for the multiple messages, but it seems that I solved my
problem with
\placebookmarks[chapter,section,subsection][chapter,section][force=yes]
The "force=yes" was the key to forcing bookmark generation of those
chapters not listed in the ToC with "saveinlist=no".
