If you use either
\part{This is part 1}
or
\startpart[title={This part 2}]
\startchapter[title={This is chapter 1}]
\stopchapter
\stoppart
you get a title for part 1 and part 2.

\definestructureresetset [default] [0,0] [1] % do not reset parts and chapters
\setuphead [part]
[sectionresetset=default,
conversion=Romannumerals,
placehead=yes,
bodypartlabel=part]
