the following example :

 is  numbered 

1 Blabla
11 bla

The problem appears only if I skip the \section step.
In fact

\chapter{Blabla}
\section{Bla}
\subsection{bla}

gives

1 Blabla
1.1 Bla
1.1.1 bla


Is the first example the expected behavior ?
I would better have think to something like
