Hmm, untested: isn't that because you're lying to ConTeXt? I'm not quite sure what you want to achieve, but it looks like you don't want a 2*1 combination. Rather, you're looking for a 1*2 combination, the first part of which is a 2*1 combination, so I would guess that nesting those combinations would be the way to go.
