currently only the the float related splitter will check the available space,
so in your case you have a regular flush with skips between the rows and a
header/footer only

Personally, I feel it's probably more flexible to have two distinct
command, one for pdftex, and another for xetex...
You can set this variable on a per project basis. So for project A set
it to xetex, for project B set it to pdftex or unset it. This way you
don't have to remeber
