This works, but it had the unintended consequence of making a footnote
in the same column the same width. The footnote on the bottom of the
table looks like:

1 There was a recession in 1938 which
  damp ened sp ending on modernizing.
  Though, the 1938 figure was still above
  the spending of 1936.
