In fact, I don't know how to input left, right double quotation
marks and accented characters directly with keyboard.
It is easier for me to input {``}, {''} and \"u etc than
to input utf8 characters with keyboard.
I don't say to make tex-style ligature available by default
but only to make it available under an appropriate setup.
Even this is not suitable for ConTeXt?

(You can always use utf-8:

Quotes are rather language dependent so therefore we use \quotation.

As Alan says, you can always define a macro for latex:

\def\quotation#1{``#1''}

doing that for context is not a good idea. (Also because future versions 
might issue an error when such core macros are redefined.)

Wait wait. Dutch has

I just had a look at 
http://en.wikipedia.org/wiki/Non-English_usage_of_quotation_marks, and the only 
language which has lowerdoubleninequote on the right of the quotation is 
Hebrew, I assume because its RTL.

Quotation marks weren't invented until the printed book (from habits in Greek 
manuscripts actually, but that's a different story), so manuscripts aren't of 
help here, unfortunately... Printed texts often follow national conventions (so 
texts printed in Germany have „quote“), but also “quote” or ‘quote’. I'm fine 
with anything, but the lowernine variety looks really weird.
