Hi,
I'm pleased to announce the availability of the second release
candidate for Scipy 0.19.0. It contains contributions from 121 people
over the course of seven months.
The main difference to the rc1 is several Windows specific issues that
were fixed (special thanks to Christoph Gohlke).
