hardware to start that countdown? The documentation is unclear on this finer
point.

I've been able to get delayed UPS shutdown working easily and reliably, using
upscmd:
upscmd -u username -p password ups load.off.delay 300
Note that this doesn't tell the UPS to turn back on when the power restores.
