Thats surprising - as an ex-FX engineer we did dual stack for any customer who wanted it but that was on the old AS9503 network which I believe has been grandfathered on Vocus now. Well it was when I left.
If you want class leading business grade dual stack connectivity we do it on CCL (AS4049) - static or dynamic whatever you prefer...
