from your hints i figured out what the problem was, i forget to change
perlversion to 5.36, it was still 5.22 and so it failed creation of the
headerfiles.

That header is created by the build itself (if you look at the Makefile in
usr/src/lib/libbsm you'll see it's created by running perl against the xml
file that actually contains the definitions). So I would look at the
nightly
log file to work out why that perl invocation failed.
