Does your SPARC actually have the specified locale installed? If not
we'll fall back on C and it'll appear to work.

Yes, it does:
$ pkg list locale/en
NAME (PUBLISHER) VERSION IFO
locale/en
This is a bug with sun studio...
export LANG=C;export LC_ALL=C will fix it.
