Sorry for the slow response. I installed GNOME on the Live CD version of Mint,
with the same behavior as the outcome. And checked that it did the same in
Cinnamon out of the box. All screenshots here:

Interesting would you be able to run some other desktop environment/windowing
system? For me the dialog gets bigger, and i wonder if it has to do with you
running cinnamon

How many pages has that document? It would seem it only has 3 pages? Can you
show a screenshot of a document with something like 20 pages?

I have restarted before this screenshot. Prior to this Okular was not showing
in dark mode, and the dialogue box width was correct. What the relevance of
that information is I don't know.
