  This is not ok.
  
  This change makes it so that people will be missing functionality without 
anyone warning them.
  
  If you really want to have this please make flags to explicitely make them 
optional and otherwise still make them required.

The mobile version of Okular is built unconditionally, even on desktop systems.
While its impact is arguably smaller, it would make sense to have a build

Files containing layers, such as PDF files sometimes contain hundreds of
layers.

A great time-saving feature will be the ability to enable/disable all layers at
once.

This feature is somewhat available in acrobat using the javascript console:

Please consider adding the functionality of enabling and disabling in bulk.
