I can go to next page swiping one or two fingers up/down/left/right. To swipe three fingers up/right goes to next page. Are you able to build Okular yourself to do some debugging? Actually, though, the change-slides-by-swiping code in Okular is extremely short (method PresentationWidget::gestureEvent, in file presentationwidget.cc:589).
