I would say that ABF is a zero level mirror. ABF itself do not work as a
mirror, it just generates content and stores it. To avoid problems ( for
example with accidentally published packages ) and high load on ABF it does
not work as a mirror. Instead mirror.rosalinux.com is working as a level 1

This is wrong source. We should not use abf directly for various reasons, one
of them is abf performance.
Please change your setup to use mirror.rosalinux.com
