It contains modeling work that is in progress, and does not represent anything committed yet to R3. When the model is approved, it will move to a master branch. You can do any work (i.e. create an input model proposal for discussion) using Papyrus on your local machine, but only the model editors can actually check-in model updates in Gerrit.
