Bill has asked me to take some changes that dbwells made to the serial schema
in the seials-integration branch and migrate them into trunk.
Question for the community: should the upgrade script try to convert existing
data to the new scheme? Or does it even matter at this point?

Despite the fact that some of the other tables have existed for some time now,
AFAIK, only the serial.record_entry table has been used in any stable release
of Evergreen. So I would say it doesn't matter much (the serial.record_entry
table hasn't changed).
