Some folks at SITKA have expressed interest in this feature. There's nothing like that now except for the 'freshmeat' feed in SuperCat (see http://open-ils.org/dokuwiki/doku.php?id=backend-devel:supercat:examples), but it is probably more limited than what you're after.
The reporter basically generates one-off reports, mostly to save the database from constantly running complex SQL every time you want to look at your report. Especially useful in Georgia where they have ~250 libraries going. So the reporter dumps static content in html/xls/whatever format in a new folder each time the report is run. Thus, it's not particularly suited to feeds -- which would be best used with some sort of dynamically updating report. Also, RSS at least only allows a limited number of fields, whereas the reporter lets you make whatever you want. I think there would need to be some sort of custom report generator specifically designed for feeds that restricts you to very simple SQL or OpenSRF based queries, maybe limiting to asset and biblio schemas, and that limits the number of fields to something appropriate for a feed. A sort of different RSS/reports thought would be to have a method of RSS notification of your recurring reports. Not quite the same idea, but also useful. Not sure how that could be done, but there's probably more infrastructure to build that.
