It seems that in osrf_system.c the fork() does not work. I am wondering
what could cause this kind of problem.

This actually isn't an error, but an informational message logged at ERROR
level. At first glance, I'm not sure why it's logging as an ERROR, but it's
been that way for a while. You can essentially ignore that for now and we
can change that to an INFO message.
