This bug sounds like the bug that was fixed by the following patch. It looks 
like the patch was in 2.0.7 but it could have been missed during an upgrade or 
for whatever reason

I went ahead and gave it a try and it worked! 
But then, I think I found a bug... :-(
When I look at the same record in our staffpac, the $9 makes the link in the 
856 field disappear. One could argue that it's just annoying, since staff can 
look at the marc, but it would be nice if the link did show up in the staffpac.
We're on 2.0.7. Is there something else I might be doing wrong?

"Located URIs" might be what you're thinking of:
http://docs.evergreen-ils.org/1.6/draft/html/electronicresourcesvisible.html 
These let you scope the visibility of the e-resource to a particular
library or set of libraries.

Alternately, you can make the bib records transcendant if they should be
visible to all libraries in your consortium:
http://docs.evergreen-ils.org/2.0/draft/html/electronicresourcesvisible.html 

(Curiously the 2.0 docs document the older method - transcendance -
whereas the 1.6 docs document the newer method - located URIs)
