Prior to a record being imported from OCLC, the OCLC tcn is in the 001. If you have the Global setting "Maintain 001-003-035 according MARC" set to true, then the OCLC tcn will be transferred to 035s (one with the ocm/ocn prefix and one without) and a locally assigned record id number will be in

The tag can just be equals. If you're not familiar with MARC record conventions I'd like to recommend bringing a few up in the staff client. That will give you an idea of how the tags and subfields are structured and you can see some examples of your own records and where the oclc might be
