We're using it successfully on 3.1. The values we use for the Library
Time Zone setting are:
America/Vancouver
America/Dawson_Creek
America/Edmonton
America/Winnipeg
America/Toronto
(I'm assuming there are American equivalent values.)

Is anyone using the library time zone setting successfully? We have a few
libraries in a different time zone - Mountain vs Pacific Time and currently
on checkout an hour is being added to the time pushing it to the next day,
e.g. 3/21/19 12:59 AM. So instead of 21 day checkout it
